Warzone 2 showed the addition of multiple new vehicles in the battle royale game. This addition included the introduction of Heavy Choppers, which has been disabled for its overpowered nature. This has been done because Activision received many complaints about it on Reddit and Twitter.
It is important to have balance in shooter games so that they feel fair for all. However, the Heavy Choppers in Warzone 2 were misused by players to gain a tactical edge over others.
Activision takes action on the misuse of Heavy Choppers in Warzone 2
In an official post by Raven Software on Twitter, the developers announced the removal of Heavy Choppers. They stated that they will be thoroughly investigating ways to make the vehicle balanced for late game.

Now, these aerial vehicles are available at specific points of interest on the Al Mazrah map. So players were usually found going to these places to get a chopper and survive till late game. This became frustrating for average players and thus leading them to complain about the problems they faced.

Many players even made absurd strategies that allow them to win games in Warzone 2. For instance, a player might drop at the airport in Al Mazrah and get a chopper. Then go on ahead to get fuel cans from gas stations and travel across the skies avoiding all gunfights.
Thus removing the fun element from the game, and making it annoying for fair players who try to win the game with pure skills. Now, this situation can see some change as Activision might be bringing some drastic changes to the vehicle and making it an active part of the game.
So for now, players can see more gunfights on the ground, rather than focusing on the skies a whole lot. Players can also take light choppers to the skies in Warzone 2, to use the skies to their liking.
